Public Diplomacy of Emerging Powers
Proposed Special Issue
Rising Powers Quarterly invites submissions of abstracts for a special issue on the public diplomacy of emerging powers. Nations strategically communicate with foreign audiences in order to attain a favorable image, achieve policy objectives, wield soft power and build relationships. Public diplomacy, a concept widely gaining recognition across multiple disciplines, is a set of complex communication initiatives aimed at foreign publics and governments by other governments or non-governmental organizations. Although the term was coined during the Cold War with the intention to define US international communication efforts, the collapse of the bipolar world order presented new actors, such as non-state actors, the opportunity to redefine the practice of public diplomacy. Furthermore, Emerging powers from the global south have recognized the potential role that public diplomacy can play in managing their global image and wield soft power. The ascendance of new actors in public diplomacy has also opened up new discussions on the theoretical and practical approaches of the field. Today, the presence of hybrid regimes and populist governments in many countries across the globe, including those of emerging powers, pose significant challenges to the fundamental principles of public diplomacy.
This special edition of Rising Powers Quarterly will bring papers from various regions and different approaches together to discuss alternative non-Western approaches to public diplomacy. This volume will also analyze the changing practices in public diplomacy introduced by emerging powers.
This call for papers is stimulated by the growing presence of emerging powers in various facets of public diplomacy. This special edition aims to fill the gap in existing literature by offering non-Western case studies that draws from multiple disciplines.
This special edition of Rising Powers Quarterly seeks to make a timely contribution to the discussion about the public diplomacy initiatives, strategies and toolkit of rising powers. In order to explore public diplomacy from a variety of perspectives, this call for papers seeks a geographically and thematically diverse set of manuscripts.
*Selected abstracts will also be submitted in total as an edited book volume.

Decisions will be made on the abstracts by June 15, 2018. Notification of the status of each abstract will be sent to all submitting authors.
